“The PPP model is no stranger to debate, especially since the global financial crisis transformed the economic status quo, triggering an unprecedented focus on financial management and the cost efficiency of government procurement. Globally, the PPP model is at a pivotal junction. Countries with established and mature PPP markets have seen them shaken by the shift in financial climate. In some places, the model and its core principles have encountered profound challenges. In other countries, where PPPs have traditionally played no or only a small role in meeting the infrastructure task, governments are exploring the potential of the model and have taken definitive steps to establish policies, pipelines, resources and partnerships with private sector providers. These areas offer interesting lessons to the more established markets.
