“In February 2012, the US Federal Communications Commission (FCC) published the results of its first Broadband Consumer Survey, which focused on ‘non-adopters’, those who they had not so far adopted broadband. The survey results demonstrated that non-adopters were mainly those on low incomes, and the major obstacles to adoption of broadband were ‘cost, relevance and digital literacy.” This case study from the Centre for Public Impact tells the story of how the FCC “introduced a low-income broadband programme, as part of its ongoing Lifeline programme, with the aim of meeting those three challenges, by lowering the cost, demonstrating the relevance of broadband to life in the 21st century, and improving digital literacy.”
