“Local Initiatives Support Corp. (LISC) is a $74 million nonprofit social enterprise that combats poverty by helping community development organizations build affordable housing and create economic development opportunities through public-private partnerships.” This teaching case from Harvard Business School “poses a dilemma for the CEO: whether to grow geographically or programmatically.” It also “presents the history of the organization and the many challenges facing urban and rural community groups, such as how to improve educational opportunities for their citizens” and “describes how LISC funds its operations, including the syndication of low-income housing tax credits, foundations, and private partnerships.” Learning objectives of the case include: “To expose students to an unusual business model that develops partnerships through innovative approaches to raising capital for projects to assist low-income citizens. To show them how public-private partnerships are developed, how financing is arranged for affordable housing, and the challenge for growth in the community development arena.”
