Memo to the President: Getting Public-Private Partnership Right

In this contribution to Government Executive, collaborative governance scholar John D. Donahue discusses two examples to illustrate that public-private partnership sometimes “makes sense and sometimes it doesn’t.” He also offers “guidelines for making partnership work for the people,” including approaching partnership as one governance option among many, analyzing the capabilities and motives of partners to predict where discretion can safely be shared, and more.
