In this chapter from Public Administration Evolving: From Foundations to the Future, Donald Kettl approaches cross-sector collaboration from a historical perspective, walking readers through the evolution of government in the United States, culminating in our current era, in which “it was hard to find an area of government that was untouched by grants or contracts.” He goes on to discuss the challenges of indirect governance, which requires new skills and creates complex modes of accountability. The chapter appears on pp. 18-36 of Public Administration Evolving, which was edited by Mary E. Guy and Marilyn M. Rubin.
